Cox at home internet has it setup so that you can not send email through your own server. You must send through Cox. Here is how I have my home computer set up in Microsoft Outlook
and it works.
Click Tools, E-Mail Accounts
Select your account and click [Change...]
Set the appropriate settings like these, but with your email
settings for your email server.
Remember to use smtp.east.cox.net and click [More Settings...]
Click Outgoing Server and set the appropriate settings then
click [OK]
 
That should do it.
